Civil Works Administration
(CWA)
   Established by executive order on 9 November 1933, the CWA was created to provide immediate employment during the winter months. Headed by Harry Hopkins and run as an entirely federal program, the CWA recruited more than 4 million unemployed people to work on relief projects. The administration built 40,000 schools, 469 airports, and improved thousands of miles of roads. It also employed people on such less essential tasks as preserving historic sites or funding touring opera singers. In many respects, when it ended in 1934, it had established the precedent for the later Works Progress Administration.
